Parish Council Minutes
Monday 2nd February 2009 7.30pm Scrooby Village Hall
1. Present

2. Apologies

3. Minutes of Last Meeting
Proposed as a true record by Heidi Robbins, seconded by Christine Bailey. All Agreed.
4. Matters Arising
No further news on the decision in respect to Green Lane.
Mr O'Connor - Asst Forestry Officer for NCC has visited Scrooby with regard to the trees which were cut down near the bottom of Station Road. He has proposed a re-planting of trees if funds are available. The PC will be involved in selection of appropriate trees.
5. Correspondence/Declaration of any other business/topics
The Chair proposed that Matt Pollard is co-opted onto the PC. Seconded by Dennis Marshall. All Agreed.
6. District Councillor's Report
Bassetlaw DC budget forecast to be in by 2nd March. Concurrent grant will be doubled in respect to Capital Expenditure.
There have been initiatives for regeneration in the budget. i.e. Business Starts up scheme to commence next year. No service cut backs.
BDC have implemented free swimming for over 60 and under 16 which will start in April 2009.
Terry has had correspondence regarding the trees on Station Lane and has been assured by NCC Sheila Place that something will be done.
7. Finance
Dennis Marshall presented the current financial report which was approved by all. See appendix A attached. Invoices approved for payment.
Dennis informed the PC that next year's precept is set in line with this year's. Precept forecast acceptance proposed by Heidi Robbins seconded Christine Bailey. All Agreed.
8. DSA Robin Hood Report
Dennis informed the PC that he had written to DSA Robin Hood Airport raising concerns regarding the consultation paper.
The initial planning consent restricted night flights using a quota system based on aircraft size. This effectively prevented large aircraft flying at night. The consultation paper proposes a relaxation to the quota which would in effect permit a number of night time movements by large cargo planes. Peel Holdings are claiming that this is a minor change, and as such, can be dealt with by DMC without a full planning procedure. There are, therefore, local concerns that these night flights will be introduced and that 747s freight flights will be used, these can be very noisy.
9. Police Report
None Given. Chris the clerk is to contact PC Jim Martin to find out who is the local PC contact for Scrooby.
10. Village Plan and Planning
Planning permission granted for Extension to Fairview, Saracens Lane, Scrooby.
Village Plan is to be sent to BDC for Approval.
11. Play Area/Village Hall
There are some repairs to be made to the play area.
- The gate needs new fastener.
- New net required. James Arrowsmith will supply the new net.
- The 'metal chicken' needs to be removed. The Clerk to ask NNL to quote for its removal.
- New dog signs for Croft. The Clerk to order another 2.
It was suggested that a set of goal posts be purchased for the Croft. Heidi and Tracy to source suppliers of goalposts. Also a new picnic bench is needed for the playground. The Chair suggested that BDC be approached for a contribution towards funding for goal posts and the picnic table.
Dennis Marshall is arranging a notice board to be installed outside of the village hall.
The Village Hall project committee have had a meeting to finalise the project. A visit from BDC Buildings Regs is awaited.
The Chair reported that the Village Hall needs a post box to be installed as The Village Hall requires a Post Code.
To celebrate completion of the Villlage Hall project, there is to be an open day at the Village Hall on 26th March 2009. 12 noon until 2pm. An invitation list has been organised.
12. Environment
Samples from the diseased chestnut tree have been sent for analysis. NCC Forestry suggested that the diseases in the tree may not be too serious. He will advise. Ann Robbins has a contact for someone to come and look at the tree. DC Terry Yates informed the PC that he is on the Sherwood Forest Trust Committee and he would be able to arrange someone to look at the tree.
13. Any Other Business
The Chair informed the PC that he has tried to contact the owners of Rosemead regarding the complaint about the outside light. He has written to the owners and it appears that the lights may have been altered.
Rubbish has been cleared again from Low Road and stakes have been put in on the grass verge to try to prevent more fly tipping.
The Chair to speak to David Clay-Thomas regarding litter picking.
Ann Robbins has received a grant from BDC for work on the Pinfold.
The driveway on Rosemead is not in line with the pavement. Ed will inspect and contact Building Control if necessary.
